Proposed FY25-26 Resource Management Plan (Budget)
Residents are encouraged to learn about and provide comments on the FY25-26 Proposed Resource Management Plan (budget) through Wednesday, May 7, 2025.
The City Manager's Proposed FY25-26 Resource Management Plan was presented to City Council on March 25, 2025. Over the next month, City Council will review the proposed plan, hear presentations from City staff, make adjustments, and adopt a reconciled, balanced budget on May 13, 2025.
At budget time, everyone has a suggestion. Spend more money here. Lower a tax there.
The City is offering tools for residents to engage with, and comment on, the Proposed FY25-26 Resource Management Plan. Residents have the ability to tinker with the proposed City budget and suggest changes by raising or lowering individual taxes or individual spending items. The only catch is that the budget must balance.
For every change in spending or revenue, there must be an offsetting change elsewhere. Lower taxes? Sure – but you must also lower spending somewhere, or raise taxes elsewhere, to balance the budget. Want more money for a favorite service? Absolutely – but show us where you'll get the money by trimming another service or raising a tax or fee.

Residents can weigh in with their suggestions, comments and recommendations in a variety of ways:
1. Attend one of the public meetings or participate virtually:
- 6 p.m., April 16, 2025, at the Virginia Beach Convention Center, 1000 19th Street - WebEx
- 6 p.m., April 22, 2025, in the City Council Chamber, 2401 Courthouse Drive (City Hall) - WebEx
Residents wishing to make comments during the hearings must register with the City Clerk’s Office by calling 757-385-4303 prior to 5 p.m. on the day of the hearing. If participating virtually, please also register via WebEx.
2. Submit feedback through this survey or to the survey email.
3. Call 855-925-2801 and enter Project Code 11325 to leave your comments as a voicemail (three-minute limit).
4. Submit feedback directly to City Council members at [email protected].
All comments received via the survey, project email or voicemail will be provided to City Council. The deadline for submissions is 11:59 p.m. on Wednesday, May 7, 2025.
