2021 Sign Code (Ch. 28) Amendment Process
Development Services Department (DSD) reviews codes and ordinances to ensure they meet latest national, industry, safety standards, and current state laws.
The Sign Code (Ch. 28) underwent its first major change in 1994. In 2017, as a result of a council consideration request from Council District 10, this code was reviewed, amended, and set to be revised every five years, on the same timeline as the Unified Development Code.
DSD is now poised to begin meeting with committee members and stakeholders to begin reexamining and proposing amendments to the current code. More information is available on our website.

The City's Development Services Department is in the process of updating the current Sign Code and Billboard Ordinance (Chapter 28). One proposed amendment is to set up a process for converting printed (static) billboards into digital ones.
The proposal under review includes the following:
- Permanently removing 4 billboards for each digital upgrade, while incentivizing removal in scenic, urban, gateway, or historic corridors.
- Revise code to permit licensed sign builders to convert existing 14' x 48' static faces to digital along limited highways within the City.
- Digital conversions limited to existing billboard structures in the city limits.
- Three year program limiting the number of converted billboards from printed (static) to digital at a maximum of 8 per year (32 total over 3 years)

El Departamento de Servicios de Desarrollo de la Ciudad está en proceso de actualizar el Código de Letreros y la Ordenanza de Vallas Publicitarias actuales (Capítulo 28). Una enmienda propuesta es establecer un proceso para convertir vallas publicitarias impresas (estáticas) en digitales.
La propuesta bajo revisión incluye lo siguiente:
- Eliminación permanente de 4 vallas publicitarias para cada actualización digital, mientras se incentiva la eliminación en corredores panorámicos, urbanos, de entrada o históricos.
- Revisar el código para permitir que los constructores de letreros con licencia conviertan las caras estáticas existentes de 14' x 48' en digitales a lo largo de carreteras limitadas dentro de la Ciudad.
- Conversiones digitales limitadas a las estructuras de vallas publicitarias existentes en los límites de la ciudad.
- Programa de tres años que limita el número de vallas publicitarias convertidas de impresas (estáticas) a digitales a un máximo de 8 por año (32 en total durante 3 años)
